Found a 2003 Dom Perignon at a liquor store. Worth the buy?

My local liquor store is in a bad part of town but it appears to have an exceptional selection of wine and the prices are on the extreme low-end. I found a bottle of 2009 Silver Oak Cab for $45 (With a VONS sticker on it...)

What is taunting me is a bottle of the '03 Dom that's going for $150. I know very little about vintage champagne. My only forays have been the '00 Dom (before the Oenophilia took hold) and a bottle of '99 Feuillatte Palme D'Or (For New Years). So, it's a pretty small case study. I'm also finding very little information on the '03 except for that it was an exceptionally strange weather year for that region.

The wrapper around the neck is slightly torn. I suspect it's been up on the top shelf for awhile. Which makes me a little apprehensive.

I'm sure the answer will be, "Buy it!" But has anyone had it? The cage looks intact... Are there any chances of oxidation? If I do pick it up how long should I wait before I drink it?

Thanks in advance.
